It would depend on what you've already tried and what the seat is made of (cloth or leather). If it were my car I'd start with a very small about of face soap (the same stuff you use to wash the makeup off your face), water, and a very gentle brush. If that didn't work I'd move to something stronger (I've had really good luck with METHOD all-purpose spray cleaner -- it removed neon orange liquid from a kid's toy from my tan cloth seats!).

if the seat is vinyl, use wd-40, it should wipe off available at hardware stores. No kidding. If its cloth, put a damp washcloth on it flat and put a hot iron on it. mineral spirits...I used it to remove a paint stain off my leather seat.
try goof off from a store like lowes or home depot, but your seat will always have a stain of some sort
try baking soda, it dissolves the oil in the make up.

If you have cloth seats use laquer thinner on a rag and blot it off. Soak the rag and don;t be afraid to getit really wet and blot the makeup out Keep changing ragsas they soak up the makeup. Go to a hardware store and buy the cheapest they got cause it works fine. DO NOT SMOKE OR USE AN OPEN FLAME AROUND THIS LI.QUID AS IT IGNITES REAL FAST!!! Of cours it also evaporates real fast too
Try GoJo or another brand of hand cleaner / grease remover. Try small spot first. Works great. Trust me... ;)
check with a detail shop they should be able to tell if the make up can come out and how to do it
